In order to further refine the direction of disciplines, strengthen the construction of scientific research teams, strive for high-level projects, output high-level results, and lay a solid foundation for the subject assessment promotion and the construction of public management first-level disciplines, the school formulated and issued “the Measures for the Evaluation of the Overall Performance of the Team of the School of Public Affairs & Law (Trial)” and launched the team building declaration in August 2019. On October 29, after the review and discussion of the Professors’Committee, the Joint Party and Government Committee of the College decided to formally launch the construction of four teams: laws and policies that stimulate innovation and entrepreneurship, national governance and local governance, social risk and emergency management, and basic theory of administration and administrative research methods.The construction period will be from 1 January 2019 to 31 December 2021.
Team of laws and policies that stimulating innovation and entrepreneurship.In this team, Professor Chen Jiahong of the Department of Law is the chief expert. The team members include eight teachers: Wei Qiong, Xu Xingxiang, Li Yongquan, Yang Shan, Zhang Jing, Xia Yongmei, Zhang Qianwen and Zhang Ao. They intend to carry out work in the following aspects: First, research on administrative legislation and administrative policies of science and technology that stimulate innovation. Secondly, research on labor and social security laws and policies to promote entrepreneurships. Thirdly, research on the system innovation of community autonomy in the process of creating a smart society. Finally, railway and other transportation system innovation research.
Team of national governance and local governance.In this team, Associate Professor Lei Xuchuan of the Department of Politics is the chief expert. The team members include four teachersYuan Zhi, Lin Jingjing, Yan Min and Zhang Yang. They plan to carry out work in the following aspects:First, comparative study of national governance mode and governance capacity. Secondly, local governance (mainly urban and community) capacity comparison and public satisfaction (sense of gain). Thirdly, the change of people's values, legal consciousness and social consciousness, in the process of social transformation and modernization.. Finally, social governance and multi-participation.
Team of social risk and emergency management.In this team, Professor Wang Yongjie of the Department of Public Administration is the chief expert. The team members include Li Huaqiang, Zhao Cheng, Wang Zhenhui, Dai Jiaxin four teachers. They plan to carry out work in the following areas: first, to carry out academic research in the field of social risk and emergency management, to undertake research on scientific research topics and to build a social stability risk theory system and research paradigm. Secondly, to undertake government and enterprise issues, to provide advice and evaluation services for the implementation of project decision-making, to become a new high-end think tank on the municipal level. Finally, establish stable and close cooperation in scientific research, teaching and practice with relevant public sectors (provincial and municipal emergency management authorities, provincial and municipal safety science research institutes, etc.).
Team of the basic theory of administration and administrative research methods.In this team, Professor Luo Liangbo of the Department of Public Administration is the chief expert. The team members include Wang Siqi, Li Hongwei, Yan Xueyong and Li Dongkun four teachers. They intend to work on the following areas: First, research ways and methods of public administration. Secondly, research on the cognitive background and future development of administrative practice. Thirdly, econometric analysis of academic historical literature of the local research method of administrative science. Finally, study on the academic system of Administration with Chinese Characteristics.
